Pci express 3.0 x16 video card not work in pci 2.0 motherboard.

In forums i find that 3.0 work fine with 2.0 just lose bit performance. In my case when i start pc with new card(gtx750ti) only bios screen appears and it stay there.

And i cant press any button to enter bios or exit, they just don't work.

That's not even true unless its a pcie 2.0 8x or lower. If its pcie 2.0 16x that means its equal to pcie 3.0 8x. There's not a card on this planet that im aware of that can use the full bandwidth of pcie 2.0 16x aka pcie 3.0 8x.
