Looking at a 4060 GPU it says it supprts PCI Express 4.0 x16 (x8 Speed).

But then looking at the motherboards available they all seem to be PCIe 4.0 x16 (x4 Speed)

Why do the motherboard pcie x16 slots not go up to 8 speed? They all seem to be at x4 ?

What?
First PCIE x16 slot usually is x16 speed.
Only secondary slots have lower speed.

What is model name of your motherboard?

RTX 4060 goes into PCIE x16 slot. It will use x8 connectivity of PCIE x16 slot.

Was just looking at this gpu on this site and in the specification it says :

Bus Standard: PCI Express 4.0 x16 (x8 Speed)

Then looking at most motherboards on that site, in the specification it says expansion slot:
PCIe 4.0 x16 (x4 Speed)

I assumed it would make sense to match it to an 8 speed.

When it says speed maybe it means connectivity like you say?

ASUS TUF Gaming Z790-PLUS Wifi D4 - has following PCIE slots:
1 x PCIe 5.0 x16 (x16 Speed)
1 x PCIe 4.0 x16 (x4 Speed)
1 x PCIe 4.0 x4 (x4 Speed)
2 x PCIe 3.0 x1

You put card in PCIE 5.0 x16 slot. Slot will switch into PCIE 4.0 operating mode.
