PCI express x1 or x4 to x16

Can I plug in a pci express x1 or x4 card into a x16 slot?

YES -- an X16 slot will accept any PCI-e card - they can be used in any slot equal or higher than they are (ie. an X4 card will fit in an X4 or X16 slot but not an X1 slot !)

NOT EXACTLY! I have a Gigabyte P67 UD4 that has two PCI-E 16x slots (SHARED). I´ve installed a video card (NVIDIA GTX 480) that consumes all the 16x bandwight. In the second 16x slot I´ve tried to install a PCI-E 4x capture card (BLACKMAGIC MULTIBRIDGE CARD) but it doesn´t work.
