HD5450 is PCIe 2.1 while your chipset is using PCIe 1.1. There shouldn't be a problem there because they're back compatible (for them most part, there have been problems with mobos not accepting 2.1 tho), however I can't see a PCIe x16 slot.

so should i buy or not ?

I believe it will have the PCIe x 16 slot given the chipset, though it's been a long time since I've looked at many Pentium 4 motherboards from the AGP/PCIe transition days.

Really, the best way to know if you have the slot is to just look at the motherboard. You'll have to be comfortable in there anyway if you're going to install a GPU, after all.
