[SOLVED] PCI slots "Empty"

I got an 8700k chip for Christmas which was not compatible with my previous MOBO, so i went out and bought an MSI z390 board. My problem is I cannot get it to recognize my graphics card, which is a GTX 1070 Windforce OC. Card worked perfectly fine on my old board but I cannot get it to work on the new one. Every time I go under board explorer in BIOS it says the PCI slot is empty. I have tried both the top and the bottom slots. I even went back to Frys and swapped the board out for a new one, thinking my slots were DOA, however I am still having the same issue.

The card does not show under Device Manager, even under show hidden devices. I have installed all the latest MSI drivers, I have tried flashing the BIOS as the one on default was outdated.I have tried to reset the CMOS and everything I have read from this site and google/youtube. I can't install the GeForce experience or anything from Nvidia because it says it cannot find a nvidia graphics card. I do not have a spare graphics card to test it, but I suppose I could buy a new one. I know the card is getting power because the fans are spinning.

My system is solely running off the intel on boards graphics as of now. I have looked all under the BIOS and activated anything relating to PCI that I could find but I am out of ideas.

Thank you everyone for help!

Did you plugged all power connectors including the PCIE_PWR1 connector in the mother and the power connectors in the card?

Your old PSU may not have the power connector, which may be required to plug PCIe cards (I don't know that motherboard)

Also, the manual says to check the PCIe CeaseFire Switches, which may disable PCIe slots

I just tried installing my old MOBO and it works fine. I only plugged in my display port to the back of the card and its loading perfectly, however it just is stuck on "Loading operating system" . What are the odds I got 2 bad z390 boards from Frys?

Regarding the other suggestion, I cannot find that option under my bios. I did change under graphical settings from IGD to PEG but it didn't do anything.
