PCI slots slow?

Okay... So I have a network card plugged into this port (x16) since the GPU blocks the default port (x1) you should regularly put a network card in - http://imgur.com/qWD3LM0

Is it going to affect speed? If so, should I move the GPU and put the NIC card in the x1 slot?
My max ping is 3,000 and I'm not sure why. I know it's not the network card because I tried it with 2 different ones that have previously worked before.

Or is it a motherboard problem

Update : I used my wireless usb adapter and pings only go as high as 155, so it is a pci slot problem?

What are the details of your network? ISP/modem/router/adapter?

Wireless gateway from Xfinity. Just one that comes with the whole package.

Like said on the update the usb wireless adapter works fine.

For now I just want to know how to fix this issue, all other pc's have no problem over wireless.
My usb adapter works fine for wireless but my nic cards aren't working like they should
