In theory, a pcie 2.0/3.0 graphics card should work on a Pcie 1.0 x16 motherboard albeit with reduced speeds. (As I've read from all the answers here....)

The motherboard in question: http://www.gigabyte.com/products/product-page.aspx?pid=2669#sp
The graphics card in question (sapphire r7 250): http://www.sapphiretech.com/productdetial.asp?pid=B4DBE4FA-071A-4291-B92E-F4434BD796FA&lang=eng

However the system requirements of the GPU state: PCI Express® 2.0 or higher version based PC is required with one X16 lane graphics slot available on the motherboard in order for the card to be compatible with.

Which is it? Can the graphics card run on my PCIE 1.0 X16 slot or not?

First, your MB has the pcie1.1x16 http://ark.intel.com/products/34505/Intel-82945GC-Graphics-and-Memory-Controller

And the sapphire r7 250 statement is the old topic when the new version pcie3.0 or pcie2.1 version GPU came out at that time. And someone did the test, and had the answer about the pcie2.1/3.0 gpu is compatible with the pcie1.1x16 slot or not.
The final answer to the controversial PCIe x16 version compatibility. http://www.overclock.net/a/the-final-answer-to-the-controversial-pcie-x16-version-compatibility

So if your MB has the newer BIOS after 2009 at least, then they are compatible, otherwise they maybe or maybe not until you try. I check your MB if you can upgrade the F8b beta version, you should be fine...
