Spacing of ports in standardized. Why not just measure a board you have physical access to? I'm sure you can tell the difference between PCI-e and PCI, which would really pose about the only differences. I have a board sitting around here, what space were you looking for, now if I can find my micrometer...
Edit: From the top edge of one plastic slot, to the next, center to center, bottom to bottom, however you like to measure, it seems to be right on 20 mm. This is holding true for both the PCI-e and PCI slots, so I stand corrected on there being any difference in measurement between those. Height of the plastic slot seems to be 9 mm, with 11 mm empty space between.
Hope that helps. Of course, there will be margin of error, and minor variances between plastic slot providers, I imagine, as the ones I measured seem to have a small overhang at the bottom, but I'm sure we're within a 1/10 of a mm which should more than suit your purposes.
Looking at the picture aevm linked to, from the bottom of the first PCI-e x16 slot to the top of the third PCI-e x16 slot, there is approximately 71 mm distance.
aevm, I just did a quick double-check of your figures VS my real-world measurement, kudos to your pixel measurement, we seem to be in agreement.
