In fact, the final specification is scheduled in 2017, which means that actual shipping designs are likely to be even later still. Beyond that, remember that graphics card manufacturers are interested in shipping as many products as they can. It's going to be years and years until a large percentage of the market has PCIe 4 capable boards, so you can bet that there will still be plenty of PCIe 3 cards around. It'll be interesting to see how the manufacturers play it, but I wouldn't be surprised to see both PCIe3 & PCIe4 versions of the same cards for a while, until enough of the market shifts to PCIe 4 and they can stop supporting the older platform.
