Question Pcie 4.0 issues

Specs: B550 Aorus Pro Wifi, 5900x, RTX 4080

Hi all - I have a strange problem, ever since I upgraded to a 5900x I've been having pcie problems. Bios is current, but I can't get 4.0 whatsoever, and if I set bios pcie settings to auto it just defaults to pcie 1.1 and is extremely slow with visual glitches. If i set the pcie x 16 level to 3.0 and the pcie level to 1.0 in the bios it will usually work, but I may have to shut down and restart the computer up to 10 times to get the pcie 3.0 to 'catch'. I can confirm that it's not the windows install as I've formatted fresh many times to no avail.

Any help would be greatly appreciated!

Are you using PCIE riser cable?

nope straight into the x16 slot..

What brand/model PSU are you using?
Is it enough to power RTX 4080 ?

Try with a different graphics card.

It's an MSI 850w psu should be more than enough. I still get the same with different gpus...

Can you read full PSU model name?
It is printed on PSU info label.

basically whenever i reboot, i get a visually glitchy login screen, then when i log in the pc restarts, then after around 5 restarts or so the pc reboots normally and can login
