I am still using a gen 3 riser on my z590i rtx 3070 waiting for the gen 4 one to come out, That being said the PCIE gen version for the gpu is set to 3.0 does this in turn set the NVME 4.0 slot to 3.0 also?

The GPU's bandwidth is affected when using a lower bandwidth riser/slot.

The same applies only if the slot you're working with is slower than the device is capable of running, i.e, PCIe 4.0 SSD on a PCIe 3.0 slot will effectively run at PCIe 3.0. Make and model for your motherboard and your NVMe SSD? If the board has lane sharing on slots, then either the slot will be disabled or the slot will run at a lower speed.
