I want to get a Nvidia 4090 when they're available, but my motherboard only has PCIe 3.0 slots.

Will that be a significant bottleneck?

Impossible to say until it’s properly reviewed. What I can say is current generation 4.0 cards suffer no loss of performance on a 3.0 board.

Considering the RTX 3080 doesn't show an appreciable drop in performance (which I define as >10%) until PCIe 1.1 x16, I don't think you have anything to worry about. See https://www.techpowerup.com/review/nvidia-geforce-rtx-3080-pci-express-scaling/27.html

It may matter when games actually use DirectStorage, but that may be years away still.
