PCIe connection?? PLEASE HELP!?

So I got myself a nice upgrade, GTX 1070 G1.

Connected all "8" PCIe pins but still get this message when I power it up. :

PLEASE POWER DOWN AND CONNECT THE PCIe POWER CABLE(S) FOR THIS GRAPHICS CARD

I measured the voltage on the cables, 12.54V between all of the yellow and blue wires to 0V (black wires)

What to do next???
 


Okay, so I replaced my CPU with i3 7100-3.90GHZ and Main board with GIGABYTE B250M-D3H - B250...

No difference at all...I'm sorry but I can't see that it is the power supply will make a difference..surely it must power it up on start up, I would understand if its under extreme load that it might switch off or hit me with a blue screen...I'm thinking the problem must be with the card... Any other suggestions anyone?
 


I'm an electrical and Instrumentation Technician, I know something about power...it just do not make sense, but okey I'll try to get my hands on a better Psu.. The stores are closed here in south Africa at the moment, I'll let you guys know the outcome..
