PCIe different speed every restart.

Lately I've been having issues with my R9 290. I've had low 3dmark scores, terrible stuttering, and FPS drops as well. Some games would have terrible framerates in general.

Everything is updated and this is a fresh install (again). I cleaned the pins of the GPU, cleaned the PCIe socket, and reseated the GPU. I got it WORKING at x16 speed right now without any crashes or artifacts like before.

However, every time I restart my computer, it runs at a different speed. It will be x2 one time, x8 another, then x4.. etc.

Specs:

R9 290
RM750 by corsair
Gigabyte Z97X Gaming 3
16GB ram
i5 4690k
NZXT H440

Everything at stock. Any ideas?

Test it in a friend's system. If it still has changing PCIe speeds, the problem is the card. If it's stable, the problem is your motherboard.

I figured out my issue. The GPU sits right on the SATA hub and the cables were pushing against the GPU and it was causing instability. Thanks for trying to help though.
