Question Pcie lanes and network card

Hi, I did an upgrade some time ago, did get a 3700x and b350 pc mate. In the little future, ISP announced they will give 10Gbps to my city.

Now the question. I did find a 10Gbps network card, but its using 3.0 x8. With gpu connected in first x16, the second x16, will only give x4 2.0, so half, now, i would expect like 5Gbps or lower? I assume they are no other ways to get 3.0 x8, cause chipset its the factor that set the limits

Bandwidth of second x16 slot does not change whether there is something in top slot or not. But it does change if PCIe x1 slots are used - to 2.0 x2.
2.0 x4 is only quarter bandwidth of 3.0 x8, not half.
How much Gbps you can expect would depend on how the network card is built, so only manufacturer of the card can answer your question.

Be careful PCIE lanes are generally in GBYTE transfer rates.
