Question PCIe Lanes on CPU: PCIe 3.0 vs PCIe 4.0

SO, I've got a question about CPU lanes.

I'm currently running a Ryzen 7 2700x on an Asus Crosshair VII motherboard, and my system is being ever so slightly bottlenecked by the fact that the CPU only has 20 PCIe 3.0 lanes. say I upgraded to a 3rd gen Ryzen processor, (still using my crosshair VII motherboard which uses PCIe 3.0) which supports 20 PCIe 4.0 lanes, would that equate to 40 PCIe 3.0 lanes, or no? Just trying to figure out if I would be able to fix this slight bottleneck (which may become a greater bottleneck when I add some newer/additional components) with a CPU that supports PCIe 4.0 lanes instead of 3.0. It would solve literally my only problem with my current system.
