PCIe riser questions

So I'm building a HTPC case from scratch and thinking about getting a graphics card to go inside for some moderate gaming (Rocket League mostly). My current HTPC has a cableCARD tuner that will be making the transition to the new motherboard. It runs on PICe 2.0 x1 and obviously the graphics card is PCIe 3.0 x16. My motherboard has a x16 and an x1 slot that are in positions 0 and 1. The graphics card would cover the 1x slot. I see alot of reviews that the PCIe riser cables stick out of the 1x slot and still hit the graphics card cooler.

So basically: does anyone know of a 1x riser cable that doesn't stick out far (90 degrees?)? Or should I go with a x16 riser cable for the graphics card. And with a x16 riser cable, does that run at PCIe 3.0 or is that not determined by the cable (but the slot)? Finally, are there any USB 3.0 to PCIe 1x cables (just a thought)?

I do not know of any of these riser cables, but even if there was one I would still stick with an x16 riser personally, so that compatibility with the other slots apart from the one you've mentioned (If it is an ATX board) is compromised.
It also allows for higher profile secondary devices and is just a better choice imo.
