Question pcie slot power no video

I upgraded everything except GPU/PSU in my main PC and am moving it's old parts into my 2nd PC. My GPU in the 2nd PC is now not working, but still does work in the old Mobo.
The old Mobo is an ASrock z97 Anniversary with i5 4690k, and the new Mobo is an ASrock H310CM with i5 9600kf out of my main PC.
The ASrock H310CM worked with a 3070 in it, but does not work with my 970 in it. It does get power from the pcie slot (fans run without power from PSU), but it does not display from any output.
I tried resetting CMOS by removing the battery for ~30mins. It also has a "Reset CMOS Pad" which I am not sure how to use.
 
There is a very real possibility that the 970, being as old as it is, is not compatible with the new motherboard.
The pcie x16 slot is version 3.0 on this motherboard as well as the one it was working in. I've seen examples of 970s with this motherboard. Do you know what else I need to know in terms of compatibility?
While the "new" motherboard is definitely newer than the 970, it's also ~5 years old from my PC that I just upgraded.
