PCIe slot stuck on x2 instead of x16 for gaming

My GTX 970 is underperforming in a ton of games because of its usage crashing down in intense scenes, and figured out that it might be because my PCIe is running at x2 instead of x16 no matter what, from GPU-Z

Tried looking in the bios and switched it to gen 3 but nothing changed at all, taking the card out and re seating it, flashing the bios, changing all the power options, and I still have the same usage drops (which give me huge fps drops).

Is my motherboard just a dud and I should replace it? I have no idea what to do now.

i5-6500
EVGA 600B psu
Gigabyte H110M-A mobo
 
I've never seen anything in the bios telling me information about my actual video card, only some options which let me change if integrated graphics are used along with which video device to use on boot, which I've set both to use the pcie. I also checked on CPU-Z and its saying as well that its running on x2.
 
I'm possibly quite wrong here, but if your cpu has say 16 lanes for pcie and no more added by your mobo chipset. You could theoretically saturate the pcie lane with other devices, like wireless cards, m.2 ssd etc etc.
I dunno if this happens in real world though.
Sorry if I'm not much help, just a stab in the dark.
 


Don't have anything installed in the other smaller pci slots so this can't be the case.
