Question PCIE slots all "in use"

Speccy says all PCIE slots are "in use" but they're not and I'm having startup problems as well as mouse issues, are all these things connected? Is the motherboard struggling or cd it just be the CMOS battery?

full system spec? include everything that plug in any slot/m.2, etc

Other things than actual PCIe cards use PCIe bus.
