PCIE x1 instead of x16

Hello,a friend told me that i can get good answers from you so i decided to ask,i have two questions.
HD 5450 Asus Silent 1gb DDR3 64 Bits
1.my GPU runs at x1 instead of x16 .
-First i have ran speecy and it says : Slot Type Proprietary
Slot Usage In Use
Data lanes x1
Slot Designation SLOT1
Characteristics PME
Slot Number 0
and i dont understand why data lanes x1 ...
i ran 3dmark too and the result sais with: ATI Radeon HD 5450(1x)
again why x1 ,why isnt it x16.

Today i removed my videoboard to clean the system ,near the slot i found : PCIE2 (x1,x4,x8,x16) ,so i think it means i have pci express generation 2 slot which can suport x1 ,x4, x8, x16 bandwidh , but still my videoboard goes for x1 .
Why? and how i can solve it? My pc it premade ,I've got it from a friend,i can't aford buying one by myself. I know premade it a bad idea but it wasn't my choice.

My pc specs are :
Motherboard: dell inc. 0y958C
CPU : Inter Core 2 Quad Q9550 2.83GHz
RAM: x2 DDR2 2gb 400mhz memory (i got it in dual chanel)
GPU: HD5450 Asus Silent 1GB DDR3 64 Bits (as i said above)
PSU: Dont really know butdoesnt matter ,for now

2.My 2nd question is that ,as i said above my sistem should have generation two of PCIE so that means ,my sistem should suport

Base Clock Speed: PCIe 3.0 = 8.0GHz, PCIe 2.0 = 5.0GHz, PCIe 1.1 = 2.5GHz
Data Rate: PCIe 3.0 = 1000MB/s, PCIe 2.0 = 500MB/s, PCIe 1.1 = 250MB/s
Total Bandwidth: (x16 link): PCIe 3.0 = 32GB/s, PCIe 2.0 = 16GB/s, PCIe 1.1 = 8GB/s
Data Transfer Rate: PCIe 3.0 = 8.0GT/s, PCIe 2.0= 5.0GT/s, PCIe 1.1 = 2.5GT/s

and why my motherboard goes just for generation 1. Or it doesnt some how:
My videoboard Total bandwidh it 10.7GB/sec but in my sistem it stands at 8.0 GB/sec ,that means i have generation 1
Then My videoboard texture rate it 5.2GTexels/s and in my sistem it stands at 5.2GTexels ,and normaly for generation 1 maximum it 2.5GTexels


gpu-z says at bus interface PCI-E 2.0 @ x16 2.0

my 2nd question was what generation do i have ,but GPUZ says gen2 so ,why my videoboard doesnt go for maximum data bandwidh , but it goes for maximum PTexel rate
 
Run GPU-Z and check the Bus Interface reading. It will tell you how many lanes your card is using. And then click the small blue "?" beside it and start a render test. Look at the Bus Interface reading again. It will show what PCIE revision speed it is running at.

as i said at bus interface it says PCI-E 2.0 @ x16 2.0
nothing about bus lanes used
The little"?" doesnt do anything for me,keep presing it and nothing

lets remove 2nd question , why it my videoboard runing on pcie x1 instead of x16? ,i dont tihnk thats normal ,and it is slowing my pc performance
 
Same thing ,, still doesnt work ,i jsut reinstaled windows .. becouse i thought it may be from windows so i removed mainboard battery ,and my windows got screwed ,so i reinstaled it and still same thing x1 ...
