Yes, sure, you can. It's backwards compatible.

EDIT: Whichever one that has the lower PCIe version (mobo or GPU), the GPU will work at that lower PCIe version. In your scenario, this is the motherboard, so it'll be capped to PCIe 3.0 which the motherboard supports.

Any performance difference is minimal, and only shows up on the very strongest of graphics cards,
