So I have a Asus X570 Tuf Gaming Plus wifi board and it's saying I need A USB 2.0 to USB 3.2 Gen 1 header adapter is required and a A USB 3.2 Gen 1 to USB 3.2 Gen 2 header adapter is required for my new Corsair 4000D airflow case. Right now I left the USB cords unplugged in my new case but according to my Motherboard manual it has a 3.2 Gen 1 support. Is it talking about the fact i'd need these adapters to plug in the extra USB c type that's in the front?

Yes, for front of the case to connect to the appropriate headers on the MB.

So I'd be able to make use of the single usb 3.0 port on the front panel with my current setup but not the usb-c without the adapters correct?
Yes, everything in the front of case has to be connected to MB. Check MB manual to see which ones are on it. USB 3.0 should be standard connector. You can see different USB headers here
