Taking this in a vacuum, unless you're getting a top-tier CPU and are planning to push it, you normally don't need anything more than the 8-pin CPU power connector.

However, it would really help to know the rest of the specs of the system.

What will be your graphics card?
What will be your cpu?
Will you be overclocking?

The extra 4 pin will be used for added power for overclocking and extra graphics cards.
Normally, you will not need it.

That said, I think there are better choices for psu.
It has only a 2/3 year warranty.
A quality psu is a long term investment.
Look for one with a 7 to 10 year warranty.

You may find little price difference between 650w and 750w.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

I will not be overclocking my system. my specs linked below... I just wanted to upgrade into a better cpu as of right now until the gpu prices go down so that is why im paring that gpu with the cpu for now.
