PennComm Service failed to start

Trying to install software get error message, " PenComm Service failed to start. Verify you have sufficient permisions to start system services. "

I am the System Administrator. Why wouldn't I have permission. I am running Windows 7 in Dual mode. Windows XP is running in the virtual machine. The software is installed under Winows 7. Where do I look to see what permissions I have/don't have.

Ultimate Edition 32-bit.

I found a solution to this problem. The solution was to go to the command line an manually start PenCommService.

I don't know why PenCommService didn't start, nor why I could not manually start it from Services.
Have you any thoughts about this?
