Am I to understand that there are 2 elements missing needed to optimize the P4 in software?
A new Compiler and the instruction sets for SSE2?
Or are these one in the same?

As I understand it, you are right about there being two elements needed to optimize the P4 but they are not missing. I think the compiler and the instruction set(the two are not the same) are already available. I think it's a question of how many software out there actually uses the instruction sets and the comipler right now. From what I hear there aren't many.

One must optimize it's code for the specific instruction set if he wants to use it. And that takes time. ( Albeit the whole year we'll have to wait before we get enough programs/games with SSE-2 support)
