Will the Pentium Dual Core E6700 bottleneck Sapphire Radeon R7 260X 2GB GDDR5.... i want to plaY GTA 5 and the batman games on it .....

You won't be able to play those games, a CPU upgrade is required.

Your CPU is too weak on playing these games, unfortunately.
You need a quad core CPU.

No , even if you buy a GTX 980ti, you won't be able to play them.
Your CPU is the problem , not your GPU.
