Pentium G4560 3.5 GHz showing only about 800mhz on each core?

So, this is most likely an absolute noob's question, but in HWMonitor, my cpu is showing about 800mhz in a clocked speed, but this is away from a game. The advertised speed was 3.5 ghz, so...what the heck? This is probably something I just don't know. Thanks ahead of time.

It reverts back to 800mhz when the performance isn’t needed, my 4770K does the same thing to save power and reduce heat. If you run a game or something CPU intensive it will bump up to 3.5
