Perfomance decreased for unknown reason

So my problem is that my pc performance in games has been decreased i don't know why for example in csgo or in league of legends i had very high fps in csgo i used to have 190 fps very high settings but now the fps has been decreased a lot to 52-35 fps even when i turned everything to very low still i have the same fps 52-35 it does on league of legends too,i've reinstalled windows, used ddu to clean the drivers, used to scan all my pc with microsoft defender even with malwarebytes, i did install old drivers, NONE OF THEM WORKS my temps are ok when i gaming but the performance has been decreased dramatically any way to fix this it keeps getting annoying also i don't do very heaving gaming cause my cpu bottlenecks to much in games like witcher 3 or any other heavy game.
