This only started happening yesterday out of the blue and I dont know what to do. If you have any way to fix this I would appreciate help, I think my overall PC performance has also dropped when this happened.

Make and model of the mouse?

Better yet, please state the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the peripherals as well as the BIOS version for the motherboard.

You've stated being on Windows 11, might want to see what Resource Monitor in Task Manger shows you.

well its a laptop so ill just give everything i can:

Operating system : Windows 11 Home 64-bit Version: 22621.1702
Microprocessor: Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz
System memory: 16 GB
Memory slot 1: 8GB Essencore Limited 2667MHz
Memory slot 2: 8GB Essencore Limited 2667MHz
System board: 85FE 43.47
System BIOS: F.50
Graphic device 1: NVIDIA GeForce GTX 1660 Ti with Max-Q Design
Graphic device 2: Intel(R) UHD Graphics 630
I have an external monitor but when I check windows its just called 2270W, all 60hz

Peripherals:

Mouse: Glorious Model D
Keyboard: Anne Pro 2
Mic: MAONO PM461
Headphones: KZ ZSN Pro X
Theres about a 5-10% increase in cpu usage when i move my mouse using 1000hz polling rate and my cpu clock also goes down when I move it. This is all while in a game.
