Performance gets worse over time.

I'm at a loss as to what is causing the issue so I'll just recount the past few days if you'll bear with me:
I recently upgraded to a new PC it was mostly pre-built except for the graphics card which I ordered separately and put in my self, not something entirely within my comfort zone, once in the screen was black while the cursor was visible and on the first start up with the gpu there were a series of beeps from the motherboard, however after installing the drivers every start up since has had the normal single beep and the display appears to be fine. I had it checked by a friend who has experience in computers (probably should've asked him to install the gpu in the first place) and he assured me it was fine, and the install went correctly. (The gpu shows up on geforce experiance, dxdiag ect)


Not long after he reassured me, my local power supplying began to 'tweak' (their words) the electric in my area without any prior warning (they only gave a breif explanation after being phoned) this caused the trip switch/circuit breaker in the house to go off twice, the pc was at this time connected to a surge protected extension but it was a few years old and a supermarket one (I now have a more solid one), after the first time I left the pc off, after the second I unplugged it entirely for the night.

The next day the PC appeared to be fine, userbenchmark gave back above expected for everything(UFO) and Warhammer 2 benched at 60 fps. However after spending the day on Warhammer messing with shaders/presets and mods I noticed the fps was something on average 20 even on benchmark, at first I thought it was the mods however it seemed unlikely due to my specs, and even after benching on vanilla the game still came back 20 fps or less.
I ran a standard userbenchmark which came back with the cpu(110%) performing below expections and the gpu performing way below (91%). The same has happened today, the pc starts out fine and seems to get worse and it seems to be mostly due to the gpu.
The maximum temperature on the gpu and cpu is about 65C(150F) (according to hwmonitor) so I'm not sure thats the problem.

Strangely things appear to temporarily resolve after a restart with benches returning to normal, however this doesn't resolve the issue fully the problems soon return, with games that should be fine under these specs becoming slideshows.

I've reinstalled graphics drivers already and I'm not sure what the problem could be. I've been told power surges don't tend to deal in subtle damage but more bricking components so I'm not sure if the trip switch is relevant.

The gpu connects to the psu by a single daisy chain modular 6+2.

As a side note, the pc came with a wireless pcie card , although I use an ethernet and bullguard antivirus.

Yes, the gpu has 2, 6+2pins plugged into it though they're just one wire connecting to the PSU which splits. Also a very small part of the plastic on one of 8pin sockets on the card got slightly bent however I was told it wasn't an issue and was unlikely to cause any? And the pins still go in all the way. I only reinstalled through geForce experience so I'll try your way and let you know, thank you.

Reinstalled drivers as you suggested in safe mode, though as stated the problem usually takes a while to make itself known I'll check back if it reappears. Thank you.
 


Forgive me if I'm mistaken but wouldn't room temperature be reflected in the temperature readings of hwmonitor?

It's doing much worse on DX9 than DX10. That benchmark doesn't even run DX11, which is what most games use.

I resit my gpu, and again on start up the benchmark was fine but deteriorated after a while, I thought the card was stuck on 'fan stop' causing overheating but that isn't the case, there is a screen shot of a benchmark I just took the graphic score disparity is obvious. (here is one taken just after boot https://www.3dmark.com/3dm/31453924? ) While I was reseating the gpu I also took some pictures of the small plastic socket irregularity just in case it can shed some light on the issue although others have already dismissed it as having no effect. Any advice is greatly appreciated.
