Performance isn't what it should be, please help!!!

Ok, so before i state the problem, my specs:
(Also, sorry if i posted in the wrong category, im not sure)

FX 6300 OC @ 4.4Ghz
R9 380 4gb model
8gb Gskill Ares Ram (At the moment there @ 1600 but it can go up to 2400, i think)
EVGA 600B PSU (600 watt)
Asus m5a97 r2.0 (mobo)
Seagate 2tb 7200rpm hard drive

Ok, so now the problem. I seem to have a FPS problem. Games such as Minecraft, CS GO, and Fallout 4 aren't running as good as i think they should be. I fixed Fallout's crashing problem and usually have 59.9 fps but for some odd reason it usually drops to as low to 20 fps and is annoying me! Im running Fallout at max with godrays set to low. CS GO doesn't go above 100 fps, while on loading screen when joining a match things freeze for a moment, everything maxed. And minecraft, i thought it would run smooth, like a knife through butter........but, apparently not. Minecraft maxed lags extremely, can't break blocks fps go's as low as 2 fps, I can barley stay at 90 fps. All settings are maxed, i even allocated more ram to it, to be specific 4GB! That didn't help either.....All my drivers are up to date and the day before installing minecraft i had reinstalled my GPU driver (16.1 to be precise). I have seen videos on YouTube of people running similar rigs (except they have the 2GB model R9 380) and they achieve perfect framerates at the same settings. BTW its a recently built PC, made on January 5 to be exact. Any help is appreciated.
 
Fallout 4 has pretty intense graphics, so 60 fps is pretty reasonable seeing as its almost max graphics on a lowish-medium end AMD graphics card. For CS:GO, the reason why fps does not go higher might be because of V-SYNC. Using the CS:GO V-sync puts a frame cap to prevent screen tearing. Also, the loading screen freeze is completely normally, and happens to me too.
As for minecraft, what version of OS do you have installed? If its 32 bit (or x84) that might explain why its so low, because a 32 bit system limits ram usage to 3.3-5 GB.

You should stop all overclocks when testing things, while you may drop in max frame rates, especially Minecraft should never drop to unplayable speed even at stock settings for everything. In Fallout 4, GTA V, etc... the FX 6300 will have a bit of FPS variation, min frame rates will be lower than with an Intel i5, and maybe even an overclocked i3.
 

Im going to try this as soon as possible, ill let you know if anything changes (btw, i was planning on going i5 6500 but, i couldnt possibly wait 4-5months to get the extra $$$, also because of Fallout....)

If you are using the Crimson drivers, try an older driver, and if you can, try Windows 7 instead of 10. I find that Windows 10 in a gaming system especially when paired with the new AMD drivers causes a lot of issues, most posts about fast systems running slowly involve Windows 10, Crimson drivers or both.
 


I couldn't try the windows 7 option so theirs nothing i can really do. Thanks to everyone who showed interest, ill figure something out on my own.
