Performance issues and crashes with my R9 380

Hello!

I am having issues with the PC I made myself.
It has been 3 days since I placed the last element of my PC, the RAM. Since that day, I've installed all the drivers, and installed my OS, Windows 10.

Everything is fine, except... when I run games. Which is the main reason why I bouht this PC. When I run 2007 games like Portal or TF2, my FPS will not go over 30, even at lowest settings...! And when I try to change the settings, or when I'm beginning to lag a lot, my PC will crash, and I'll have to turn it on 6 or 7 times before I manage to succesfully make it to my account.
However, when I run musical softwares such as FL Studios (which is the second reason of building that computer), it runs just fine.
I don't really understand what could be the problem. Please tell me what can I do in order to help you helping me.

So this is a brand new build?

What drivers are you using for the graphics card? Did you download the latest Radeon Crimson driver from www.amd.com?

Also (probably a daft question) but are you connecting your screen to the display connector on the R9 380 or is it connected to the graphics port on the motherboard?
 
My gaming screen is connected to the R9 380.
I don't know if I have the problem with heavy games, since I don't have heavy games.
My driver is the 16.200.1035.1001 version, and its update is 08/07/2016.
Power efficiency was on, I will try with it on off.

I have a thought, do you have vsync turned on? That might be limiting the fps on older games?

Portal and TF2 should fly on that setup.

As a test of more modern games (assuming you have Steam) if you go into steam, utilities try installing the latest version of 3D Mark demo (which is free) and report your test scores- it will also give a comparison to similar machines if you submit your score so should give an idea if the card is working properly or if there's something wrong with it...
 


Looking at that your CPU is down clocked very low- I think you should look at the Windows power settings (go into advanced and look specifically at the settings for the CPU). That CPU running at less than 1ghz would really hurt frame rates!

Edit: So to get to the power options you need:

Go to Control Panel (type it into the search box if you can't find it).

Switch to 'Icons view' and open up 'Power Options'

Go to the 'change plan settings' link, then click 'change advanced power settings'

Under the 'Processor Power Management' section check the values for 'Minimum processor state' (mine is set to 5%)
and 'Maximum processor state' (this should be 100%, if it's lower that'd be your problem).
