Question Performance issues, doubled windows boot time, slow external hdd

I've been having general performance issues as of late. It all started when my external SSD flipped and had to be formatted.. The C disk is an SSD and I've noticed that the windows boot time has doubled from 15 seconds to 30-36 seconds after this whole debacle, the performance of my new external HDD is also quite slow, how can I pinpoint what's the problem here?

What I've done so far to try to remedy the issue:

1. Used system mechanic and Glary's utilities for optimization on disk C.

Well External HDD is supposed to be slower than an SSD, also is it connected to USB 3.0?
