it was working fine getting about 60-100fps on Fortnite and overwatch low full-res barely any crashes could alt-tab out whenever I wanted open multipule games. now recently i have upgraded my build to

Solution
-Download and run Display Driver Uninstaller to completely remove the current and any leftovers of the previous gpu driver, and then install the latest non-beta driver. Test.
-Disable Hardware Acceleration. Test.
-Disable Enhanced Sync. Test.
-Disable the Overlays. Test.
-Disable Radeon Chill.
-Disable Freesync.
-Don't run the Adrenaline Software - use Msi Afterburner if you want to control the fans and monitor temps.
-Run DDU again, and try an older driver, like 19.12.2. You will have to re-disable those features again though.
-???
-Give up, send it back, and get either a 2060 Super or 2070 Super.
