Performance Problem Prioritization, many problems, which one is causing issues?

Okay. I have had a slew of problems with my computer recently, and I don't really know what might be the cause of the major problems. I cannot get a stable fps in any game, not even CS:GO. Sometimes most games hover around 30fps, which is ridiculous for the build I have. This all started when I got a new graphics card, but other problems have arisen since then so I don't know if these problems are compounding each other. I am not specifically asking for fixes, but if anyone has a slight idea of where I should begin looking or maybe prioritize my problems it would help so much. I will list my specs then order the problems and causes i can think of.

My specs:

CPU: AMD FX-8350 8 core
GPU: Nvidia GTX1070
RAM: 8GB DDr3
OS: Windows 10 Home 64 bit
MB: Gigabyte 970A-D3


Problems:

1. Bad stuttering in games
2. Huge fps drops
3. Extremely unstable fps
4. fps is not reaching levels it should in games
5. Windows is very slow, it takes a long time to respond sometimes
6. RAM usage in task manager is much higher than what is actually being used
7. 100% disk usage in one of my HDDs
8. Slow boot
9. Sound drivers cause wacky problems
10. CPU exceeds safe temperature limit, a lot!

Possible Causes:

1. I know the FX-8350 is not the best fit for the 1070 and has a bit of a bit bottleneck, but no one describes the pair as causing these kinds of debilitating problems. I have the best cpu that I can get with the motherboard I have. To get a CPU that does not bottleneck the 1070 at all will require a new motherboard, and from what I've seen an upgrade will be very expensive.

2. The slowness of windows might be caused by this 100% disk usage think, as that is the drive Windows is installed on. Although I'm unsure whether this is just a glitch or actually has an impact on performance.

3. Same thing with the RAM Usage, most of the time it says 60-80%+ usage, but all the processes add up to 2000-3000 mb.

4. I have liquid cooling, and people have told me what I have is sufficient to cool my 8350. I don't know why my cpu is overheating. Also would this have a major effect on gameplay?

5. My sound drivers, of all things, have caused me huge problems before. There would be times when it would completely cut out for no reason. In relation to performance, there was a time where I was getting 0-3 fps in a game as a result of the VIA sound driver. I have since disabled it and been problem free in that regard


These were all the possible causes that I could think of. Also, if you have ideas about something else that might be causing these problems, please tell me. If anyone needs additional info, please reply and I will do my best to bring it.
Again, I am not specifically looking for fixes, just a priority list, but if anyone knows any fixes I would greatly appreciate that too.

In this order of priority:
1. Get the temperature in order before you damage something.

2. Solve the RAM usage issue. I suspect it is maxing out and your 100% disk usage is because the machine is swapping RAM to disk to run the system. That is going to slow everything else down and at the same time put a heavy load on the CPU.

3. If the RAM is not swapping to disk, correct the 100% HDD usage. You may have a virus or indexing problem.

Once you get those three things solved some of the other issues may no longer exist.
