performance problems fps

hi i have a bit of an problem. hope i can get some help here new to forums so i hope i posted this in the right place.

i descovered thet i some times get low benchmark scores(6732- 28321) and fps in games 31 instead of 65-70.
when i restart my computer a couple of times(1-10times) it comes back up to where its supposed to be.

i have windows 10:
asus z97-ar
intel i7-4790k
nvida gtx 970 gpu
16gb ram
corsair force gs 250gb ssd for my windows .
and hdd for storadge

just got the gpu. had the same problem whit my gtx780.
i have reinstalled windows and all drivers are up to date.

What about temperatures? Maybe something is overheating. It could be also wrong BIOS/UEFI settings, try to reset BIOS/UEFI and check

hi my temparatures are fine the reset of bios/uefi is thet the part when i have to dislocate the small battery on the motherboard? cinda new to this
