Performance Problems with RX 480

XFX RX 480 Black Edition 8 GB
1 TB HDD
500 GB Samsung Evo SSD

I don't know what has happened to my PC, but I am getting pretty meh fps (around 70-90 in CS:GO with AA stuff disabled and the rest set to high, and about 80 fps in Overwatch on High Settings with some AA lowered.) I have a 144 Hz monitor and I would like to make use of it.
I have already updated drivers and deleted old ones.
I did a UserBenchmark when I first got this card and I was getting like 120+ fps in Overwatch on Epic settings and now I just did a UserBenchmark and lets see the results

ANY HELP IS APPRECIATED. I ALREADY HAVE THE NEWEST DRIVERS (the optional ones)

yup amd cpus throttle in the ~60 degree range

did you completely wipe clean the old thermal paste when you installed the new fan and arctic silver?


did you mount the fan in the proper direction?

monitoring cpu temps and speed? looks like throttling

I bought this computer prebuilt from CyberPowerPC about 2 years ago, and I have switched out only the PSU, GPU and some fans since I bought it. I have not been looking at CPU temp but I do know that GPU temps are safe (around 72C when on full load) do you think I should stress test my CPU and monitor thermals while it goes?

Oh boy I just checked HWMonitor after playing some Overwatch and my temps were about 80C. That is obviously the problem because that is CPU TEMP. Even at idle the CPU is hovering around 40-46C. But I just remembered that I DID get a new CPU fan because the old one stopped working, and I applied new Arctic Silver thermal paste and just got a new fan, same stock heatsink tho. Any tips?

I also noticed that my RX480 seems to stay at about 65C when playing overwatch, at least thats what I saw

Yes, and I actually just decided to re-apply the thermal paste and that seems to have solved my problem
