performance reduced after changing heatsink

My old pentium Dual core 2.8 GHz pc was amazingly fast at normal load because of my samsung 850 evo ssd and 4GB RAM (maximum that my motherboard can support), even faster than my high end lenevo laptop. But at heavy load there was little bit of jerk. So I checked my CPU temperature and it was about 65 degree celcuis at normal load. Since I had a bigger heat sink fan in my home i replaced my current small heatsink with that bigger heatsink (about 150% bigger than the previous one). Now my CPU temperature is about 40 degree celcius. My fan is however spinning much faster than before. It's spinning at about 2500 rpm while my older fan was spinning at about 1900 rpm. But inspite of a lower cpu temperature my computer performance has significantly reduced after switching to a bigger fan. Is it because my bigger fan is drawing more power and it's making my performance low?
