Question Performance slow even though no hardware at 100%

What are specs of the PC? Apart from a few details, I can't tell the rest from what you showed us.
I7 8700'
64gb ram

It shouldn't be the software
Single- or Multi-Core Intel® Pentium®, Xeon®, or i-Series processor or AMD® equivalent with SSE2 technology. Highest affordable CPU speed rating recommended.

Autodesk Revit software products will use multiple cores for many tasks, using up to 16 cores for near-photorealistic rendering operations.

But it maybe the function you were using doesn't need all cores.

I won't pretend to know what a family is.. i looked at this and they sort of assume you know already: https://www.autodesk.com/autodesk-university/article/Revit-Families-Step-Step-Introduction-2018 and it was too much info really in regards to my question and why it might be slow to react.
 
Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a app that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.
