Question Performing Less?

I upgraded my pc in November of 2019, the first game I downloaded was rainbow and I could run it on 200 FPS constant,now I’ve decided to redownload rainbow and play on the same settings but I’m only getting 160 FPS and 200 sometimes. Any ideas to why this might be happening? My cpu is at 74 degrees and gpu is at 73 while playing rainbow,I tried to rreinstall drivers and even formatted my Pc,no fixes

600 watt evga bronze
1tb nvme ssd

Gpu usage:~80%
CPU Usage: N/A
Ram: 50%
ssd:n/a

I formatted my Pc to see if the issue would get fixed
