I've looked around and can't determine if my issue is driver or hardware related. I keep getting WHEA UNCORRECTABLE ERROR, sometimes closely followed by a CLOCK WATCHDOG TIMEOUT.

I ran the dmp through windbg and this came up:

Solution
well, WHEA are hardware errors, but often caused by drivers. So I look there 1st

Only way to see what is cause is check all the hardware. without windows installed, it makes it difficult

Already tested CPU

If it froze during an install, try running memtest86 on your ram sticks, 1 at a time. Only error count you want is 0, any higher means memory stick needs to be replaced and/or removed.

try running with minimal hardware, so remove GPU and run off motherboard. 1 stick of ram (after testing ram with memtest), remove any unessential hardware. Only 1 hdd (if you have 2 or more). remove any extra PCI cards or USB devices. See if it still freezes.

WHEA (Windows Hardware Error Architecture) are errors called by the CPU but not necessarily caused by it. They can be any hardware and some software. Can make it hard to figure out cause.
Is PC overclocked? Remove if it is.
Are you using any overclocking software? Like MSI Afterburner, Intel extreme Tuning Utility. Remove it if you are.
Is GPU made by Asus? if so, remove GPU Tweak 2
If motherboard is an Asus, remove AI Suite 3
Is PC over heating as they can be caused by heat, build up of dust inside PC or heatsinks.

Can you follow option one on the following link - here
and then do this step below: Small memory dumps - Have Windows Create a Small Memory Dump (Minidump) on BSOD

that creates a file in c windows/minidump after the next BSOD
copy that file to documents
upload the copy from documents to a cloud server and share the link here and I will get someone to convert file into a format I can read

Since you have an intel processor, run this on it - https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool

Thank you for your answer! Would Intel Turboboost cause this error?

Here are two recent dmp:

Hi, I ran the dump files through the debugger and got the following information: https://pste.eu/p/fLTW.html

File: 091118-6937-01.dmp (Sep 11 2018 - 20:13:08)
BugCheck: [WHEA_UNCORRECTABLE_ERROR (124)]
Probably caused by: GenuineIntel (Process: Steam.exe)
Uptime: 0 Day(s), 0 Hour(s), 01 Min(s), and 08 Sec(s)

File: 091018-5953-01.dmp (Sep 10 2018 - 13:51:18)
BugCheck: [WHEA_UNCORRECTABLE_ERROR (124)]
Probably caused by: GenuineIntel (Process: Streamlabs OBS)
Uptime: 0 Day(s), 1 Hour(s), 18 Min(s), and 04 Sec(s)

BIOS information was not included in the dump file. This can sometimes mean you are using an older BIOS. Look for any updates. Note: Updating your BIOS can be risky. Never try it when you might lose power (lightning storms, recent power outages, etc).

I can't help you with this. Wait for additional replies. Good luck.

try updating your lan drivers - https://www.killernetworking.com/driver-downloads/category/other-downloads
it would be unusual for lan to be the cause but WHEA can be any hardware. Killer drivers are known to cause other BSOD, not necessarily this one.

You don't have any of the drivers I would generally blame for this error.

What motherboard do you have? What are specs of PC?

Turbo boost isn't a normal cause. Its a default action of CPU, it shouldn't cause these.

Gigabyte Z97x Gaming GT, i7-4790k, Noctua cooler, Corsair Vengeance 2x8gb RAM, EVGA GTX 670

Also, the CPU passed the test from the Intel website.

Check you have latest BIOS (F7 was last released). If you have F7 installed, try updating your version of Intel Management Engine Interface from here https://www.gigabyte.com/Motherboard/GA-Z97X-Gaming-GT-rev-10#support-dl-driver-chipset as it helps if they match each other.

Generally isn't CPU that causes WHEA but it was best to check to be sure.
CLOCK WATCHDOG TIMEOUT is also a CPU error.

Your CPU running at 4ghz, its base clock is 3.6 and should only hit 4ghz if you at max turbo - I know what I said last time but I hadn't noticed CPU running at max
I am not 100% sure where report is getting that speed from, it might just show it at its turbo speed.

Stock clock for 4790k is 4ghz. I turned off turbo so it's been there instead of 4.4. Once I find a flash drive I'll update the BIOS.
