[SOLVED] Periodic cpu spikes causing glitches

Sometimes after restarting my PC I get this constant periodic cpu usage spike. It sometimes goes away after a few days if I leave my computer off, but will come back randomly after a restart weeks later. It causes my computer to freeze momentarily seemingly on every cpu spike. I can't figure out what is causing it or what process is doing it. Is there an easy way to isolate this? Nothing is obvious in the process screen either. Please help, I can't do anything on my computer because of this freezing every one or two seconds. It interrupts videos, games, music, the mouse. Literally everything. Thanks in advance.

Does it do the same in safe mode?
If this is recent, try a system restore.
Did you do some software/hardware changes last few days?
Check event viewer, minidumps , you can also install Process explorer and blue screen viewer to see a few stuff.
