Question Periodic micro stutters/freezes in games ?

Hi I've been experiencing random micro stutters/freezes in all my games

I've tried tons of suggestions online even a clean windows 10 and 11 install.

Changing power settings

Game bar disabling

Xmp on and off

Different mobo, psu and ram

Disable v sync and g sync

Toggle hardware accelerated gpu scheduling

Different monitor

Driver updates

Reverting to older driver versions suggested in other threads

Specs:

Mobo: Asus Strix Z490-F
RAM: 32 GB Corsair Vengeance 3600mhz DDR4
CPU: i9 10900k
GPU: Palit GameRock RTX 3080 Ti
PSU: 1000W Cooler Master
Cooler: NZXT Z63
NVMe SSD: XPG S50

Coolemaster is the brand of the PSU while 1000W is the advertised wattage, can you please parse the age and model of the unit?

Psu is Cooler Master V1000 about a year now I had a corsair RM850x before with same issue

Got windows from the official site used the media creation tool

Games:
Guardians of the galaxy
Call of duty warzone
Fortnite
Halo infinite its worse in campaign than online
Far Cry 6

Benchmarks like final fantasy xv also do it.

It's like every 5 second or so the screen would freeze for a split second like in the video I attached above

Bios is 2403

try to disable HPET in UEFI or "AHCI HPET TABLE" whatever it's called has HPET withing. By default the operating system since 7 disables, only Professional has it enabled, for some weird reason.
