Periodical FPS drop with new GPU

Hello, I just got a new GPU, I've been slowly building my pc since i don't have money often (student). But i just got a RX 580 and on some games my FPS are slightly lower than they should, but they also go lower intermittently
My main game is Dota 2, on the best looking video option it runs at 50-60 fps at best and goes down to 25 fps for big periods of time.
A friend of mine suggests to return and get a new one in case i got a dud, but I wanted to make sure it wasn't a different part of my computer causing this.

My system (I got no overclocks):
CPU: AMD FX 8320e
GPU: RX 580 (Powercolor Red Dragon)
RAM: 1 8GB Kingston HyperX DDR3 1600
HDD: 500GB Western Digital 7,200 RPM
MB: Asrock N68-GS4 FX
PSU: Acteck Blazar 600W

First obvious problem is that your motherboard only officially supports a few FX CPUs, all 4xxx CPUs. That can very well be a permanent limit on your performance. Was it performing better with your old GPU? What exactly was your old GPU?

Also note that while it's unlikely to be the cause of this problem, you should never have upgraded your GPU while still using such a frighteningly poor power supply. That particular power supply is extremely low quality and is not actually a 600W PSU for any modern purpose but a 360W one (and not a good 360W). I have mixed feelings about even running this PC with an RX 580, problems or not.

I was running some benchmarks and the psu blew up lol. I done goofed out, but thankfully no other part of the computer got damaged, I definetly need to change a couple of things now. Just installed my old psu and gpu I had for around a year and a half for now (the gpu was a radeon 5450, so as you can see I never had a decent build to begin with), so I'm just gonna get a better mb and psu. Any suggestions for a brand of psu's? i was looking up for some EVGA but now I wanna make sure i got everything right. Also thanks a lot for your help :)
 
The newer Corsair CX series (with black and white and grey, no green letters) tends to be the least expensive PSU that I'd actually call a PSU. Motherboard, it depends what's available, look for something with a 970 chipset - 990fx probably too much to invest in this platform and anything with a 78 in the name too weak for any kind of overclock.

It's great that nothing else was damaged! PSUs aren't the most fun part to buy, but they really are the most crucial part; they're the one thing that can fry any other component.
