Question Peripherals don’t work when trying to log into computer , but do when I’m in BIOS , Can anyone help ?

Hi guys! Just built my computer again. And when trying to use my keyboard and mouse to log into it , they both won’t respond/turn on. They ONLY turn on and respond when it’s booting up , in BIOS or in the load up screen (where it asks you to load in safe mode/with networking etc)
Any help or resources would be of great help ! Thank you all !
Here is my current set up -
AMD ryzen 2600 OC at 3.85GHZ
8 GB DDR4 crucial Ram
Msi Tomahawk b450 Max Motherboard
1TB Hard drive
Stock AMD CPU cooler
Zotac GTX 980ti AMP edition
Mouse: Razer Deathadder
Keyword: Logitech G413 Carbon Mechnaical keyboard

all keyboard and mouse are plugged into regular non 3.0 USB slots !
And yes I have enabled the legacy usb option

Did you do clean windows installation or was it transferred from some other system ?
