Peripherals including my screen go unresponsive after loading Windows and PC won't shut down with Power Button

Build:
PSU: Thermaltake 630 ATX Berlin
CPU: AMD Phenom II x4 965
MB: MSI 880GMA-E45
VGA: Sapphire 5770 1GB
RAM: Corsair DDR3 4gb x2
HDD: WD SATA III 500GB 16 mb
Windows 7 32-bit Ultimate SP1
As explained in the title my PC goes into a weird "standby" state. When booted in Safe Mode no problem occurs. So far I've tried these things:
Using DDU and cleaning drivers.
Removing VGA and using on-board VGA
Tested both RAMS
Resetting BIOS througth Jumper and removing Battery
Tried to format but problems appears during the installation.
So far nothing worked.

The PSU is manufactured by HEC Compucase - so Tier 3 or 4 equivalent at best

If it's not happening in Safe Mode......maybe a clean Windows install would be your best/easiest bet?

You say Windows 7 32 bit, yet have 8GB RAM in there? If you do a clean install, install 64bit to utilize your full 8GB RAM......your license key should be valid for either 32 or 64 bit.

Forgive my ignorance,but shouldn't the problem during safe mode as well? Aren't Safe Mode and Windows Installation progress using basic drivers?
