peripherals starting before CPU

Hey guys,

Few months ago I assembled my computer and I found that when power is supplied to the machine and before the CPU starts the keyboard and mouse turns on, even if I connect my external hard drive to the cpu via USB cable, ext HardDrive turns on before the CPU...I never saw any machine in which peripherals are getting power before the CPU does. So it seems there is some problem with my machine. kindly tell me how do I resolve this problem.

I would appreciate if u resolve this problem for me.

Well that board is definitely UEFI, which I suspected from the initial post.

UEFI BIOS's have settings to allow USB to remain powered up to charge USB devices, wake on keyboard, wake on mouse, all kinds of things like that. And they boot really quick, especially if you have Windows 8 or 8.1.
If those devices are not powered up and ready to communicate with the CPU when it fires up, how is the system going to boot? Everything has to be there for the BIOS to see before the boot process can even get started.

So I guess I am at a loss as to how someone would perceive this as a problem.
 
No Mr Mark... my config is:
Gigabyte 970A-DS3P motherboard
AMD FX-6300 Processor
2048MB ATI Radeon HD 5400 Series (ATI AIB) graphics card.

when I assesble this pc then i used keyboard/mouse from my old machine.
 
Are you saying the keyboard and mouse are powered up before you press the button on the case to turn the system on? If so, check the power options in the BIOS. There should be settings that allow you to leave USB unpowered while the machine is off.

actually this is not a problem...this is a property of m/b which allows to turn on the devices via usb ports and the there is a power switch in my smps through which power supply.. thanks every body for ur help :)
