Permanent Error on email.....

Can someone tell me if the problem is on my end or Comcast's end?
I use Windows 7 Pro, 64-Bit

I use Thunderbird as my email program, version 52.5.0 (32-bit). I have one email address that I suddenly can't seem to send anything to because it gets returned immediately with Permanent Error in the subject line from mailer-daemon@comcast.net. I can receive email from this person (from the email address that is giving me the problem) and I can send email and receive email from everyone else in my address book. I just can't send email to this person without getting this error. It's only started happening within the last week and I haven't installed any software or clicked on any erroneous sites (that I know of)!

I have Comcast as my internet provider and I've called them and they keep telling me that the problem has to be put to a higher tech person and that they will need to call me back. I've gone through this 2 times at 2 different priority levels with someone from Comcast that doesn't speak very good English (surprise?!?) and haven't gotten very far. I am now waiting for my 3rd phone call back from an even more experienced tech.

I've done a scan with Microsoft Security Essentials. I've downloaded Malwarebytes and I'm using their 14 day free trial period for everything. Both programs come up empty when checking for a virus. I am very careful when it comes to what I click on and I'm pretty darn sure I don't have some garbage on my PC causing this error message.

two things i saw real fast one you miss type the email addy of your friend it (RoseN@WCMHS.ORG)
make sure the r and n are in caps. all lower case is another addy. the other thing that pop up in the email info bounce is comcast has that name blocked as abusers.

Solution
The problem seems to have fixed itself, or Comcast contacted the fools at www.uceprotect.net and told them to back off from blocking that email address.

To smorizio: The letters were correct in the emails that I did send, it just put it in all lower case in the report.
