Permission Conflict with backup Software and AD

Recently promoted domain controller with Veritas backup exec installed.
Backups now fail saying cannot attach to system state require admin
priviledges.
Changed veritas settings to use a domain account instead of local account.
Backup still not succesful.
Any help would be great.

Remember, to back up System State, you need to be a member of Domain Admins
in each Domain you are backing up (in the case of a multiple domain forest.)
So make sure that the account running the Backup Agent on each DC is a
member of Domain Admins. For security purposes, create a new account for
this explicit purpose and disable its ability to log on to any machine.
